If grass was treated as an entity (block?) like the flowers, fire, mushrooms and etc. Than the tall grass should not pose any problem with performance.
For some reason, whenever I think of tall grass, I think of the tall grass in pokemon games.

Grass growing taller would take the same amount of Ram as Crops do. Grass would spawn in Patches like Flowers. You can collect them and place them else where, or they would drop grass seeds and you plant them elsewhere.
You keep saying everything Lags. It lags 1000x more when your switching between one light level of Night/Day Transitions than it takes for a tree to grow.
In Pokemon games, the grass grew back.

In pokemon games the grass grew back when you left the area. If that happened in minecraft I would be extremely upset. I just spend a long time cutting down a field to find that it grows back behind me. It's not my world anymore. It's the grass's world.

Look, lag is irrelevant. You even pointed it out, everything creates lag. However, looking at some of these sources like trees and already existing grass we can see that the lag they produce is incredibly small. To compare the grass we are thinking of to flowing water would be like comparing trees growing to flowing water. It doesn't add up, because it never happens at the scale necessary to cause significant lag. The point of lag is moot unless they grow like 50 tiles at once.
Fires will happen if you set them. You don't see me asking for trees to be taken away because they cause leg when I set a forest on fire.
And you seem to be going over the logistics of the game more than the argument here. You said it yourself, you would cut down fields so they would not bother you anymore. Same in Minecraft. They bother you? Cut 'em down. They are not a guaranteed monster ambush area.
If you believe this would cause a significant amount of lag for you, I suggest you get a computer that isn't held together by duct-tape and gum.
Seriously, grass wouldn't cause any noticeable amount of ****ing lag.
It would fit into MineCraft very nicely, I can imagine creeping through the grass in survival MP and ambushing a merchant caravan, demanding their goods in exchange for their lives. Plus, torching it to get rid of spiders.
