This is an awesome idea - colored sand/glass is a very interesting idea. It would be cool to see Desert biomes made out of several different colored sands. The only thing that concerns me is that people with slow computers may find this addition to slow their computers down a TON. However, this could be fixed with an option in the settings to disable colored sand/glass. I support this idea and can't wait to see what Mojang decides on!
Colored sand or any block texture change would not cause any lag unless the texture is higher resolution.
However colored light with the current lighting engine could cause lag.
This is genius! I hope this comes out in any soon-to-come update! Then, I could make even better things! Like, like, I can create a better theatre! Yeah, I'll have real colored lights, and not just glowstone and redstone.

I agree that this needs to be in vanilla Minecraft. However, with the current problems lighting keeps getting (which have snowballed from update to update) I think they should first focus on smoothing it out. Maybe when there are absolutely no lighting errors at all we can think about getting colored glass with lighting changes. It's a great idea and I think Mojang would be very stupid to not at least consider it but I also think they are way off from being able to successfully implement this idea.
Heh they don't have to add the light. The colored glass in it's self is amazing(and maybe colored sand if they use that method). I do have faith Mojang can add colored light even if it takes 2 or so more updates till the lightning engine is fixed and it can be added.
I had borrowed my friends laptop for a few days, and tried making a mod for what you have been talking about...
Again, I used my friends laptop, so I don't have the screenshots or the mod files used.
I had implemented all your ideas into a mod (as i said before) and I found that it drops none of your frame rate, except for an occasion when then spawn red glass in the nether, and white glass (sand crafted with bonemeal and smelted) in the end, and when it does drop framerate, it only drops off about 1 frame...
Anyways, I believe it can be implemented, into the game, or with just a mod...
My friend did most of the java code, He found the lighting code in a .class file, and copied it into the mod file, then changed it to have the new lighting codes, and put a .txt file that over-writes the old file with the colored glass one...
Edit:
I am explaining this as well as I can... Anyways, I also emailed notch about it on his support email, and he did reply, He said, and I quote
"I think that lad has told me of this before, but I never had a chance to reply, and my computer called it spam... Anyways, all in all, I have found that I probably wont be able to implement that untill 1.4.9, so you will have to wait till then

I thought Notch left development and Jeb is the one instead.....

Wait what??? It would be an amazing achievement for the community and our supporters if this is true so I'm sure you can understand that I have a reason to suspect this could be a hoax. With that said, I have been following notch for a while on twitter. If I send him a verification of this, it wont be a problem, will it?
Also, if you would get the screenshots as soon as you can, I would love to add you and your friends to the OP for your contribution on the topic.

That's a good point, i wonder how that works for them. I think Notch still has a say and ownership over what happens in Minecraft. Perhaps he overlooks the development aswell.
Regardless however, I'm sure notch is well informed of what is happening in the development of Minecraft so that very well could be a question he could answer...buuuut, the possibility this isn't true is something to suspect.

OT: Support. Minecraft could really do with colored lighting. I love the Mob Spawner idea you had
thanks :3
the mob-spawner itself could even emit a red light.
