This should be made simpler, instead of dying sand, and then cooking it, the dye should be applied directly to the glass. I know this is not how it works in real life, but then again, this isn't real life. I would support glass that can be dyed different colors, but the whole combination system with these lights to create more colors seems rather complex and possibly buggy. Likewise, dyed sand would also need its own entity for when it falls, one entity for each color. I'd be more willing to support colored torches, but colored glass could provide a few neat features to the game. I do not support colored sand.
Check ebay for finished products, and google "free stained-glass patterns" for patterns, the internet is full of them (though most of them are crap or forbid you to sell the product if you used their pattern, due to copyright).
I studied stained-glass art for four years, message me if you have questions about them.

GlassCraft and Decoratives Mod are two that have Stained Glass for MC 1.2.5 and will likely have it for MC 1.3.2 soon. Coloured Glass and Panes Mod might get updated for 1.3.2 since I've seen it's creator online recently again, but he hasn't actually made a statement in that regards yet.

Sadly, this sounds more like 'not right now, maybe never, maybe after we took the time to rewrite a large part of the engine'. The engine is apparently not able to easily display colored lights on a large scale, and blending of transparent blocks isn't supported as well.
If this gets added, im making a dark room with a bunch uf redstone lamps surrounded by this stuff that turn on and off and im gonna play 80's music and disco dance!!!! ill also need shiny pants.... ?

Second, the colored glass should not naturally occur in the Minecraft world... only craftable.
Third, the colored glass should also work with the natural lighting of the world... and any light source.
But in all, yes, colored glass would be fun to have in the game.
