Rather rarely my friend. There really isn't any kind of system to it. If something get's popular enough, it might have a chance at getting noticed and implemented.
Something I really want to do some day is to have some kind of actual system for suggesting ideas to mojang, and have the community at large have some kind of hand in the development of the game.
The previous system, (Getsatisfaction) was closed down a while ago, and really didn't get anything done.
Hopefully mojang get's some kind of "Community manager" that will actually spend time browsing various minecraft communities looking for good ideas to be sent to the devs for consideration.
Heck, even if it was a voluntary position, completely unpaid, I would gladly take that kind of role.

It's laggy as you said, but it's still possible. That itself is a good sign.
It's really minecraft that's the problem here, it needs some serious performance updates, and some optimizing too.
Too bad optifine can't be implemented officially. The creator and mojang apparently couldn't work out a settlement or something? That would really help some of the performance issues though.

Yes, I was aware of that mod. I doubt such a thing would be implemented into vanilla unless it could be shown to work okay on older systems (after Minecraft's code is more properly optimized we can see if that's the case.)
The transitions look almost too smooth to be using the default light system. I would guess that it uses some kind of custom rendering code to display the light effect, then updates the actual light levels (for use in mob spawning, etc.) far less frequently (if at all.)

No, the dynamic lights have no effect on mob spawning. The guy says it somewhere in the thread.
in response to both of your posts, minecraft's optimization could be improved greatly if it were reprogrammed in C++ rather than java. with how much money they have, They could hire a team of engineers to really help improve the game. But it all comes down to how much more valuable mojang feels minecraft would be if they did improve it. Personally, for my own game studio, I believe satisfaction of your customers is what determines the value of a game, not how much more money you will get for an update. Because in the long run, you establish a long lasting relationship with your fans.

1. As much I agree with you, they would never do this. Notch and jeb prefer java because it's easy to compile and sort classes. Plus it would take them like a year to do that even if they decided to.

That's what I thought. It's really the sensible way to do it, since mobs don't spawn near players anyways. No light level changes means no lighting updates.

Sloppy coding is sloppy coding in any language. The difference in performance between an optimally coded Java Minecraft and an optimal C++ one would probably be minimal. The difference with sloppy C++ is you're going to get lots of memory leaks.

I've been trying to figure out a way to do this, and I've made some . It's not perfect yet and needs more work, but I'm confident it can be done.

WOW! great work Nocte! I especially love how (like water) the colors behind the glass are invisible. Even though that isn't realistic, it will prevent layered glass from looking muddy. Also I was wondering, if you need help with your work (specifically textures, and art related assets) I would love to provide some of that for you. Also, I may or may not be able to help with this but feel the glass texture should be a slightly more vibrant hue of the glass itself. It would create an illusion that the glass is much more saturated than it is. I know you are most likely using the same texture for each block which means it would be hard to export different textures for each but I think it would be possible if the default texture were colored in code to the corresponding block instead. It would look kinda like this:
Anyway, it's just a suggestion. I just feel it would be exciting if I could help in some way with your project. If you ever need art, I'm your gal! -_^

Could I have a texture pack for that? I would like to use it in a demonstration of light-based redstone devices, namely this example here
