It's actually called "download what?" As a skeptic, I tend to assume pictures in a Suggestions thread are meant to serve as concept art, unless stated otherwise.
Texture swaps are so much easier than actually modding stuff into the game. If there were an up-to-date mod that did colored lighting, then it would have been mentioned in the OP and we'd all be rallying behind it. Unfortunately there isn't, so we'll all just have to wait.
I'm not sure; I put my friend in my office chair and said find me a good mod. 3 hours later I have it. He said the topic for it was deleted and it was a 1.2.5 mod.

Fantastic idea. I also really like your use of ratios, so there wouldn't have to be a complicated light-mixing system. Not to mention, the current lighting system already implements "tinting," so it wouldn't be horribly difficult to add to vanilla. The only concern I could find was, unlike vanilla minecraft, where all the light sources emit the same shade of light, the changing and blending of colors for the stain glass would cause lag if changed frequently.

Yes comming up with a ratio system was to make coding it a little more efficient but actually a blending algorithm to merge 2 or more overlapping RGB colors is not that demanding on processing power. The reason lights cause lag in most games is usually because they are done with dynamic lighting which cast shadows and bounce light. Minecraft does not use a system like that (thus the reason you can place infinite lights). So depending how they implement it, it could either be very efficient or very lazy...
This is an amazing and well written suggestion, however this wouldn't be to compact or convenient for general use. It would be like pistons, except have no use other than creating an aesthetic feeling to Minecraft lightning. This would be a great mod, but it just doesn't seem like Minecraft.

To most users, being able to create an 'aesthetic feeling' with blocks in MC is the most important use about them; considering MC is a creative game where the primary goal is to build things. I mean what if Legos never came out with blocks like these?:

2. put colored glass pane in front of sensor
3. it only reacts to that color of light!

I would love to have this in my mod. In addition to the "Shadowstone" (yeah the classic reverse glowstone) and the "double torch" (a torch that toggles between darkness emitter, and light source via redstone) ideas that have been floating around on my forum, light based redstone devices would work rather well.

I also used to pretend the gems were the chaos emeralds from sonic, but I never had the right colors
