Name says it all. An XML file would store settings like what mobs can spawn, weather health can regenerate, weather there is food, weather you can place blocks, weather you can destroy blocks, weather mobs drop blocks, etc.
This would give more options to map creators.

I like this idea as well. Personally, I would like these to be changeable when you first make a world before you generate it, and then generating the world would create the XML file so you can edit it later if you need to.
