Endermen were designed by Notch to be a scary mod. Black, tall and more human-esque than any other mob, being able to pick up blocks. they looked so before their release. But when they were released officially, many were disappointed. At first, they were annoying in that they could pick up too many kinds of blocks and would often ruin people hard-built homes. After Notch nerfed them, but made them more powerful and harder to kill, they were more worthless than sponges. With their own dimension, they noew have a use, but are still not very interesting, or 'scary' as they were intended to be.
Here I suggest a buff to the Endermen that makes sense, and creates more of a reason to buld interesting ways to defend your home. This is a three tiered plan.
Tier 1- Block pickup buff
Endermen currently have a small list of blocks that are allowed to be picked up, and randomly pick and place them. Here's an idea. What if Endermen attempted to use blocks they pick up to complete a small goal? Perhaps building walls around doors and windows, or removing blocks from right out in front of them? This makes them still annoying, but not in the same way. Now they can try to trap you, and subsequently villagers, in your/their homes, a reason to keep any eye on them.
Tier 2- Block lust
But Endermen need other goals. What could these be? This requires adding 4 blocks to their pickup list. Iron, Gold, Lapis and Diamond blocks are all able to be picked up by the Endermen, and they will do nearly anything to get it, if not in a chest or inventory. Make them able to teleport into light levels of 9 and below so they can get into dark patches of 3-block-high homes, and try to move toward the block sought after. Once it is grabbed by them, they need to be killed to get it back, or when they despawn it will be lost forever.
Tier 3- Anger issues
If you look at an Enderman, they stay still and stare back until you look away, then they chase you. However, there are ways around this, such as by looking at their feet, allowing you to get the first strike. Their sight-hitbox needs to be extended down there, and maybe even a little bit around them, so you cant look just left of them to avoid being attacked. But that isn't all. They need a more sophisticated attack sequence. Notch said that they would teleport where you could see them when fighting, but I constantly need to turn around to regain sight of them. Thats a fix that needs to be made for their new attack. Throwing blocks. They can attempt, if nearby blocks are on their whitelist, to pick up and chuck blocks to you, crumbling into their item when hitting you, but causing more damage depending on the hardness of said block.
So thats my idea for how to make Endermen a scarier more avoidable mob, to be feared by all.

First, they will remove your roof, annoying.
Then, they will drop anything on you that has gravity
: sand, gravel, and if they stole a bucket, water and lava.

I didn't say they would attempt to kill you without provocation, and with it, only throwing blocks. Not coming up with complex drowners/suffocators/burners. And they would only remove your roof if it was made of a block they were able to remove, which they do anyway. They would just d it more often. More likely than not, though, they'd teleport in or nearby.
If Facebook, Myspace, and Twitter were all destroyed, 99% of teens would go insane. If you're one of the 1% that would be laughing at them, copy this into your signature and hope it happens.
I agree, that the endermen are not very scary and I would like to add to this idea. While staring at them I think that everything around them should go dark (like void fog), reducing viability making it more scary. There should also be some low frequency background noise.

Yah, but there is a whole separate mega topic for the screen effects of looking at Endermen, and I didnt want to get a slap on the wrist for repeating a suggestion, so that isnt included in this thread.
