What if there was a new enchantment for a pickaxe called "Brute Strength"
You can only get it with a lvl 50 enchantment, but there's only a 10% percent chance you'll get it.
This enchantment will allow you to mine bedrock, but that's not all.
Because both the bottom of the real world and top of the nether are bedrock, the nether is moved to under thw world, where the y values would become negative.
You'd still be able to reach the nether using a portal, though.
The Nether is an alternate dimension. Placing it beneath a world in a completely separate dimension would be ridiculous.

It is an interesting but depressing reality that most politicians are just regular people with power. And most people would be as bad as politicians if only they could get some power.
I have to agree with Syntheosis. Both from a logical and logistical perspective, this wouldn't work. The Nether is, technically speaking, smaller than the overworld. That's why the distance you travel there brings you out farther away than travelling the same distance on the overworld. So it would be literally impossible to do this, since the Nether cannot be matched to the overworld on a 1:1 scale.
Impossible, due to the 8-1 ratio of distance. Even if it were possible, it would be too rare to be effective, and id hate having a level 50 enchantment only be able to remove bedrock. If brute had other things maybe, but the nether idea would never work.
