Personally I don't think endermen are scary just strong, I mean that they where supposed to be scary but they dont exactly do anything other than teleport.
these are just some suggestion that I think will improve endermen:
-Enderman should teleport only when you are not looking at them (I mean not in sight not directly looking at them) (so you dont know where they are)
-they should have a 'field' of darkness to the point that you only see eyes
-they should appear out of nowhere when you least expect it (like when you are in your house and turn around)
-they should constantly stair at you when you are in a certain range
- they should "eat" other living things like say when you die by an enderman it should pick you up and put you in that gaping mouth it has
-there should be ender dungeons which consist of black brick and a swirling black portal
-they should sink into the ground and become a shadow or something similar when its day
- they should ave a fatal move which would make it unique (such as teleporting behind you and then picking you up and eating you.)
-it should spawn less and only in caves
what i mean by rare is if my suggestions are called multiple endermen doing these things would be bad so that is why i said lower rate, as for the portal i dunno
Buff the scary-ness, not the power. Seriously, they are hard enough to kill. Just make them faster with other scary factors.

I mean, they wouldn't actually have a mouth anymore if they had a field of darkness anyway. I think what you really want is Herobrine. Which, by the way, I completely hate too.

Excuse me, but that was my comment you just read there, bub.
They use their block grabbing ability to make a 1x1 5 block deep hole in the ground, and if you walk near it when they're in it they pop out of it and pull you in.

ok one, notch said they where supposed to be scary. two, they wouldnt be op if they lowered the spawnrate. three you can EFFING TELEPORT and if thats an item you can get from easy enemies then thats a little op dontcha think. Four the "enderman feel" is something I have no idea what your talknig about, Thats why I made this post. Five, field of darkness as in lower the light levels not pitch black. and Finally Six stop hating bro
