I have an idea where there would be a new biome called rain forests. It would be like a jungle except with some differences. It would be tall mountains, reaching over the clouds. There would be waterfalls falling down cliffs. There would be jungle trees but with fruit growing, and flowers on the ground in various colors. There would be ocelots, maybe monkeys, and mobs like that. It would rain a lot in the rain forests. Maybe there could be tree villages in some trees, but that is a hard idea. I know this is a lot like jungles, but maybe it could be called extreme jungle hills or something like that. Add what you think and what you would add/remove in your posts.

You've been looking from the wrong angle of a tiny jungle then. Have you seen the one in the Minecraft News video? It's even got a river running through it. The only good idea was adding waterfalls, which, honestly, I've been missing above ground in my newer worlds.

It sounds like you could get the visual effect you're looking for by adjusting/modifying the existing jungle biome. Weather is somewhat biome-specific, with little rain in deserts if I recall. Have it appear on hillier terrain more like Extreme Hills than more typically flat plains/gentle slopes, and then have small springs or pools of water also more common.
No need to go above the clouds, though: even on a tropical place like Mt. Killamanjaro in Africa, there's a tree line, a point of elevation beyond which you don't really see trees. The tropical stuff has hills and highlands, yes, but it only goes so far.
