So a book currently has two uses, therefore I think having a third isn't too much to ask. I'd like to be able to place a book by right clicking on top of a block. It will open up like the top of the enchantment table and just sit there for a bit of decoration. It would be slightly smaller than the enchantment book, and doesn't float or move.
I believe this could be put into the game easily (The book.png already exists), and everyone who loves interior decorating would love an open book on a table.
That's the easy part. The more complex bit would be when they're placed, a menu pops up like a sign so that you can write in the book that you placed (max 200 characters per page, 25 pages). Right clicking the book again would show what was typed, so that other people could read it (A new 'reading book' screen will pop up)
The writing in books could be used in so many ways. One could be to leave hidden messages(Without a sign), another could also be to keep "logs" of what you do in Minecraft. You have my support.

It should be you make a bookshelf normally, but leave out the books. The completed bookshelf has no books in it, so you must right-click books in it. Right-clicking the bookshelf with an empty hand gives you a random book.

I agree wholeheartedly. Even if books weren't written in, just placing them on a workdesk or scattered around a room would add more decoration that most of the current items.
It would have to be placed like a pressure pad though. Only on block-level surfaces and be low to the block it's set on. Perhaps, depending on the amount of used pages will show the size of the book. Though 25 pages might be pushing it as far as data can be stored on a SMP server is concerned. 15 at most is adequate, giving the book while sitting on a table or whatever 3 levels of thickness, up to a slab's size.
As for placing them in bookshelves: Bookshelves should remain the way they are. Right-clicking with a book and ink in your inventory on a bookshelf will allow you to write directly into the book you're holding and then place it in the bookshelf. The bookshelf looks the same, regardless of whether the books are used or not. This would mean that other players would need to poke around to find a readable book. Allowing you to hide a written book in a library of nothing.
Destroying a written book or bookshelf will yield an unused book(s).
