That would be too easy to get as a steady food source. Zombie meat having a chance to poison your hunger bar is a fair trade off to having a pretty high amount of it.
This can already be sort of done. Just capture a cow, lock it up in a cell, fill up a bucket with milk, eat some rotten flesh, and then have that bucket ready to drink when a rotten flesh poisons you. Bam!

Ew....Okay on topic here, it is not needed. You could easily do what Altoid mentioned. I just don't think it should be implemented, but it isn't really a bad idea, I just personally don't support it.

You would put a piece of rotten flesh in the crafting table, and a bucket of water beside it.
Would cure same amount o fhunger as rotten, but no poison/affects.
