The Idea:
I don't know how the lightning strikes act now. They seem to strike more in the middle of a biome than around the edge. Other than that, I'm assuming it's random. Lightning could be more likely to strike metal objects than the floor. Maybe not even all metal objects. maybe just iron blocks at least. Or only iron bars. However, lightning could strike elsewhere if it were out of the radius. Or maybe it would still strike randomly, but be more inclined to strike at a metal object.
The Reason:
I know, it seems unnecessary, but the little changes in minecraft are the things that enhance the experience the most. Like the thinning of the hitbox of fence posts and fence gates, the upside down stairs and slabs, etc.
Other uses:
Protects wooden houses in desert biomes.
A twist of fate for the noble iron golems.
Charged creeper farm (for whatever reason).
Zombie pigmen farm in the Overworld.
Additional Notes:
I mean, I'm not saying "stop all production! let's make conductivity!" I'm not saying this is the best idea ever either. I'm just saying that out of everything in minecraft, one of the few frontiers that we have yet to gain manipulative power over are the lightning strikes that we only spot by chance.
I like this! It opens up ideas for charged creeper farms. Jeb could make it so if you were so inclined to build a tower of iron blocks or bars it could act as a lightning rod, then you could trap creepers near the rod (or if you were skilled enough get a creeper on top of the rod)! Obviously, the higher the tower the bigger the chance of a strike.
I support this, though I agree it shouldn't be high priority for addition to the game.

I like this idea also, maybe this has already been stated in the idea I'm not sure it was kinda confusing, but maybe the lightning rod could have a certain, "affect radius" sort of thing to affect everything in that radius, ex. light TNT, power redstone, set wood on fire, and such.
