A technical biome is a biome that can exist within another biome, such as Rivers or stone patches.
Just for people who don't know already.
I think rather than only having mountains just cluster up together, how about have them spread along one long chain of mountains as well, possibly serving as a border between two Biomes.
And rocky tops for the higher elevation mountains. This has always been one of my pet peeves for Extreme Hills and mountains in Minecraft.

"I don't plan to add a new dimension at the moment. It's just to performance heavy on servers, and the current dimensions need more attention before we start adding new ones." < Yeah, like biomes or actual varied terrain in the nether. Nether ruins didn't do the trick at all.
Minecraft needs mountains in general. The closest it has is just extreme hills, which are really just dirt hills anyways. I feel that because of the new height limit, notch should look into making actual rocky mountains.
