I love this idea, not too complicated, but it got some flaws. When there is 3 tiles as you showed, the minecart will stop, and then you have to right click to make it change. But now what way will it go?
Obviously you failed to understand the concept of 90º turns and hitting the cart in the direction you want it to travel.

I knew this question would come up, the minecrafter would probably be knocked back, taking the amount of damage of a normal zombie hit and the minecart would halt. No insta-death. I think that would be unfair on the player and it would be exploitable by mischievous people. Maybe asking team-mates to change a couple of rotatable tiles, then launching the cart into their unsuspecting self.
So what about 'free' Minecarts? And would a Minecart be an entity or a block? If the former, how would you place it? (I wouldn't imagine it could be a block at all, really)
If you have a Minecart and delete the track block below it -- is it now totally immobile?
Can Minecarts be destroyed? Do they block your path totally, or simply shove you around like players do? (It'd be lots of fun to stand on one, so probably not quite the same as players)

Are minecarts one block tall (Make passage ways that only minecarts can get through)?
Would they go off the track at a cliff?
Should hold a certain amount of blocks or should it be done with stacks?
Can they be linked together?
1x1 Cart can hold only so much. 1 Person can ride.
2x1 Cart can hold more. 2 People can ride.
Engine Cart : Can push and pull mine carts. One version requires a driver, and the other doesnt.
The one that doesnt need a driver is only 1x1 and is half the speed as the one that is 1x2x2 and requires a driver

I think that changing the height is absolutely needed. It is no fun, personally, to make mines that are completely flat. Also, many of the ingame caves, which are often good starts for a mine, have varying heights. I do not want to see a slant block in the game, but I think an elevator would be neat and fun.

Knowing Notch, hes probably going to make a special Slanted Rail track for the Mine Carts.

a 1x1 rail ramp would be a 45 Degree angle.
a 1x2 rail ramp would be a 23.5 Degree angle.
That would make the ability to have either Nice hills or steep tracks, or an even and smooth 23.5 Degree Track out of a mine.

Torches are slanted blocks.
The calculations for a slanted block are a lot less than an elevator. It's just a matter of doing a 45º sloping platform. Very easy for Notch to do.
Also, to answer most of the specs about Minecarts.
They're an ENTITY type.
They will knock back and damage a player if in motion (but stop their motion after a collision).
Creating minecarts will be up to Notch, I was thinking having them placed as a crate block which promptly disappears to be replaced by the Minecart entity. Or something.
