Players being able to add custom music to minecraft by adding them to the directory "C:\Users\Arron\AppData\Roaming\.minecraft\saves\CustomMusic". The custom music you can edit to to play automatically while playing the game, or just play the song whenever in the Options.

The problem with your suggestion is multiplayer servers. If custom music is specifically designated from the user's computer, any other players in the vicinity would need to have downloaded that music and put it in the same folder with the same name on their computer.
I have an idea for getting around it, but it's rather... donator dependant.
Custom music for specialized music discs are uploaded onto the Minecraft site with the player's avatar. It costs $15US to purchase a single song slot for use on any minecraft server. Custom artwork for painting could also be bought this way.
It'd brings lots of money from the dedicated players for Mojang.
That would not be the best way either, that is why it should be kept to only the users. If the server doesn't have any custom music then it will have default music, but to be able to listen to the music, Mojang would have to make a download service for servers to allow players to download custom content from the server. Which might be possible with the new server holders, Bukkit now that they have joined Mojang it is fairly possible they will do that.
