This idea was originally about creating a challenging and inventive way to navigate through oceans and add a reason for a sailboat in the game, but I thought it might be more purposeful for higher elevations. Imagine if a force tried to move you when you're above level 196 if you don't have some form of armor on.
The effect would increase past a certain point. It would start as a slow push, but near max height it would be noticably stronger. This will have an effect on Minecarts and boats as well. They could even add wind sounds up there.
Gusts
Perhaps there would be random large gusts of wind that will push even full armored players with the exception of gold as it is very heavy. The push would be a lot less than unarmored beings though. These gusts could push a player 2 1/2 blocks in a second. (This number I just thought up on the spot so it is open for discussion). The gusts would probably last 5-7 seconds and then stop. They will be more common during storms.
Another effect that could be applied to storms is the wind level could be lowered to 100 during storms. A light storm could be 128 and a thunderstorm could be 100 just to add a difference in severity between the two stormtypes.
I think that covers the most important stuff that I wanted to mention. The ocean part is just simply the idea that sailboats could take advantage of winds that appear only in ocean biomes to gain a speedboosts. These boats could gain considerable speed at much higher elevations though.
Extra Details
It most likely wouldn't affect a player flying in creative mode.

Opinions are valuable to me. I don't want vague comments if they are negative. I think this could add a lot of unique contraptions and abilities for the player and allow for things like parachutes. Posting just with No isn't enough to discount this idea. It isn't constructive and if you truly had a reason to disagree with me, then you could post it.

Potential Uses for Wind effects
- Gusts blowing wooden doors open?
- Blowing mobs onto pressure plates
- Mob traps
- Skyblock survival extreme edition
- Boat/Minecart interactions
- Wind affecting sand/gravel blocks?
- Would set the game up for slanted/varied rain/snow.
- Parachutes would be even cooler
- More atmosphere during storms
- Gusts could break torches, calling for more complex designs for building higher up.
I like the idea of Wind in Minecraft. With the addition of wind, I think soon after that low-tech air traveling vehicles could be implemented;) (parachute, glider)
Plus I think wind should be really extreme in the ocean so that sailboats have a purpose. Also this could open up new weather types like tornados, hurricanes, etc.
