i dont know if anyone else has noticed this but currently NPC villages only spawn in desert and plains biomes. this doesnt seem very realistic. which is why i would like to see NPC villages spawning in all biome types.
Sure it'd be nice if they were more common, but grassy plains and deserts are the only biomes that offer lots of flat land space for villages to spawn in.. maybe if you gave a few examples of how and where you want them to spawn it might be a more approachable idea.

dont know if anyone else has seen a village spawn over a canyon (ive seen a few) but it builds cobblestone under the buildings. if it was made so that when the village is created it has a fixed center point and all the house bases were put at the same height as said center point then it could be a much better leveled village then the current ones which sometimes spawn on cliffs or canyons. at the same time this would possibly allow for underground towns which would make the game much more interesting. however should the devs not like the idea of underground towns then to fix the underground towns thing make it so that a villages center point cannot be below sealevel (in 1.1 this is y64 i would have to assume that in 1.2 it will be y128 due to the worlds doubled height
maybe also replace the roads with cobblestone? gravel doesnt seem like a good idea because of its falling habit.
If npcs spawned in forest or mountain biomes it would be really weird with all the tree/ slopes etc
as for the issue of forest biomes use the current biome generation but also make it so that villages have a spawn frequency somewhere like 1 in every 3000 blocks (possibly more or less?) and when a village is spawned it removes any trees in the area before creating the village
