Let's say we have a dispenser firing arrows at a zombie approaching your wooden door. Suddenly, the zombie walks around the dispenser! What do you do? You make sure the dispenser is sitting on top of a "Pivoting Block".
The idea is that, you have a craftable block that you can set down and put another block on top of it. When the Pivoting Block is powered with Redstone,it rotates the block on top of it clockwise one time. Therefore, a block facing you could be turned to be facing towards your left. For most blocks, this wouldn't make a difference, but for Pistons and Dispenser, as well as blocks with a unique texture on one side, this could open up a lot of possibilities.
Not: The Pivoting Block would be placeable sideways and upside down for use with Pistons.
I can definitely see lots of interesting uses for this.
I think some additional things that would make this better are:
- Making chests and furnaces side dependent (being able to access contents only by right clicking the front of the block)
- If unobstructed attached block also rotated (levers and ladders come to mind, the rotator couldn't be powered from the top if levers and buttons worked)
- If Jack 'o' Lanterns only gave of light when the front is unobstructed (Though the redstone lights serve an almost identical purpose to this)
I can see lots of possible uses for making cool stuff for adventure maps.
It's a very novel idea, if limited. I don't think you have fully thought out the spatial implications of creating such a block. The only blocks I can think of who's orientation would matter are pistons, dispensers, and stairs. Furthermore, containers (including dispensers) cannot be pushed by pistons, so it's logical to assume the reason behind that would apply to rotating them as well. Finally, there are blocks that if you were to rotate latterly would cause them to exist in a state they never can in the game. For example, flipping half steps on their side or up side down.
I can't support this idea in it's current form; you need to consider all the technical problems and solve them. My advice; don't allow it to be placed upside own on it's side, make it very basic, and use a physical model (like Legos or blocks) to fully determine how it works. Your tying to visualize something that makes sense in your head but when you try to replicate it spatially your going to run into a lot of issues.

Right clicking it on the back toggles the rotation direction so it can be clockwise or counterclockwise.
