Rather then being one boring one landscape, I think the nether should be divided into different biomes like the overworld. Here are some of them.
-THE RED PLAIN
The nether of today. This would be about 60% of the nether. Some changes would be that rather then netherrakk everywhere, netherakk would simply cover the surface like dirt. Under it would be Netherstone, it would look like stone, but red. It would drop Hellstone, which could make hellstone tools. These would be very slow mining, and very breakable (12 uses.) But it is worth it! When it is used on a smeltable material, it would drop the smelted material. Ex. Mine Sand= Recieve glass. Mine stone= recieve smooth stone. Mine iron ore= recieve iron ingot, etc. Ore could be found there as well including Etherium. Etherium would give 1-2 etherium dust. It would look like diamond colored lapis ore shoved in nether stone. The only use is to make an Ore Magnet. It is crafted like a compass except with etherium in the center. When held in the hand and right clicked, the arrow in the middle would point towards the nearest diamond, lapis, iron, or gold. There is a risk though because it only has 7 uses! Usual nether mobs spawn here.
-THE SCORCH PLAIN.
Takes up 25% of the nether
A flat plain made of gravel and soul sand. Small pools of lava dot the landscape. This biome would be useless besides two things. The mobs and the trees. Scorch Trees would drop scorch wood, which makes 4 scorch planks. Anything that can be done with normal wood can be done with scorch trees. They can also be made into buckets that can milk poisin from some mobs like
Pheonix.
~In classic tales of them pheonix are not poisious. In this they are though. They will shoot poisin out of there mouth. When killed they have will drop 0-3 pheonix feathers, used to make flaming arows, and on rarer occasions a Pheonix Egg. Crafting a netherstone furnace with an etherium dust in the middle makes an incubator. You need to have to fuel the incubator with scorch wood. After a long period of time a baby pheonix will be born. There is a 95% chance that it will be a normal pheonix, and 5% that it will be a Golden pheonix. You need to feed them 6-18 coal to tame them. After that you can slap a saddle on em'after they grow up. Normal pheonix can jump then jump in mid-air three times. A gold pheonix can jump nine times in mid-air. You can milk them with a scorchwood bucket to get a bucket of poisin. Put the poisin in the flint slow of crafting an arrow to get 8 poisined arrows. You can press Z while on a pheonix to have it spit poisin at a hostile mob like
Salamander.
These spawn around lava pools and like to take dips in them. They will fire twice as powerful ghastballs at a player at a twice as slow rate. They can take 20 hearts of damage and drop a lot of experience as well as a possiblity of a Explosive ball. These can be thrown like eggs and cause explosions.
Goblin.
These wont attack you directly at first, but will instead walk up to you slowly, then pull out a bow and quickly shoot an arrow at you. The arrow will only do 1 heart of damage, but will give you Blindness for 10 seconds and nausea for 15. The goblin will run away while you are blind and begin shooting non blinding arrows from a distance. killing one will give you 0-1 pork. Also, there is a 20% chance it will drop a Goblin Bow. These will act like normal bows at first, but when charged to the maximum drawback, holding it longer will turn the bow yellow. An arrow from this bow will not do very much damage and will not fly far, but it will create a trail of purple partical when it flys, and when it hits a mob (or player in multiplayer) the player would have those effects of blindness and nausea. Mobs will act strangely and will not detect players less then 5 blocks away for 10 secons. When itdoes detect a player it will act very awkwardly.
FROZEN PLAIN
-Not exactly frozen, but it looks colder, the netherakk looks more dim and brown. The glowstone is sort of blue tinted. Ghasts look more white and pigmen look more white too. There is a 10% chance of finding these. The ghasts that spawn here fire 1.5 times quicker and have slightly faster traveling fireballs. The pigmen are slightly slower but do 1/2 heart more damage. This is pretty much a colder version of the red plain. The only reason to come here would be for fun and to see stuff.
MUSHROOM FOREST
-The rarest biome in the nether is more flat then the red plain or scorch plain. The floor is made out of soulsand. Here you can find Glowing mushrooms, Giant glowing mushrooms, and Fungamen. Glowing mushrooms can make mushroom stew but also produce as much light as a redstone torch. Each giant glowing mushroom block produces as much light as a glowstone block. There would be green (like red mushrooms) and purple (like brown mushrooms.)
Do you support nether biomes? If so a banner would be VERY appreciated.

I know this was probably just a reference to Stone to Cobblestone, but why can't Netherstone just be called Hellstone. When broken, it drops the same thing, just like iron ore. Maybe, it should be something that needs refining, but it's stronger than stone. Sure, it'd be very common, but so is stone. You don't have to go to a firey dimension, with flying things that shoot fire balls of doom and other horrors to get stone, so the cost is already there. Besides, it generally takes diamonds to make a Nether portal.. or at least killing Mo Creatures' Ogres for a few Minecraft days until you get enough Obsidian. Even then, you might want a diamond pick, just in case you screw up.
Oh, and aren't salamanders a common Nether mob suggestion? I personally prefer that they'd attack you physically and/ or try to grab you and pull you into the lava or Netherrack-born fires. Like with Mo Creatures' Crocs, you can break free from their hold by hitting them once or twice. It'd be a lot easier than freeing yourself from death-rolling crocs though.
Also, I do like the idea of a forest-type biome in the Nether, except the trees would be non-flammable and maybe as almost as strong as iron. Again, think about what it generally takes to get to the Nether to begin with, before you cry OP, OP! Of course, there would be a new ore or two in Nether, one of which would possibly fill the iron-diamond gap a lot of people bring up a lot and the other would be as rare as diamond (or rarer) and in the depths of the Nether (close to the bottom), like diamond. It would be even stronger than diamond and the armor would automatically be fire-resistant. Good luck even getting enough to make that armor though.
Edit: Finally, as suggested in the OP, the Nether should be mostly Nether plains (50-70%) and Lava Ocean, with the new biomes only taking up a small portion of the Nether.
"I don't plan to add a new dimension at the moment. It's just to performance heavy on servers, and the current dimensions need more attention before we start adding new ones." < Yeah, like biomes or actual varied terrain in the nether. Nether ruins didn't do the trick at all.

They're not actually plains, I just call them that cause it sounds cool

Yeah the entire section on the phoenix is the same way you tame/ get moa eggs in the Aether mod.

If you want to work further in this concept add some artwork, some new mobs and new itens specific for these biomes.
