They definitely wouldn't be impossible, but... Impractical, and slants in Minecraft would lead to an onslaught of other slants and stuff that don't really fit into Minecraft
Wait since when can you place fences on halfslabs? There's trickery in that image!
Slants wouldn't work if the fence went down a whole block instead of a half block. Don't expect them to support placing fences on half blocks anytime soon. That's really difficult to do.
But don't you guys think it's worth it? It would be a small change, but would be extremely useful, for stairs and what not.

Aahh.... What you are suggesting here actually implies some prerequisite enhancements.
Take a close look at that fence post in the middle... notice anything? It's on a single half step. Under the current implementation, a half step occupies an entire block of space. Nothing can be placed in that extra half of the block (with the exception of another half step of the same type). You can observe this by placing one half step down and then putting another block on top of it. Every time, the new block always hovers over the half step - leaving an empty space where the other half of the block would be. There is no way around that. And this is for good reason too, you can't have multiple blocks occupying a single space. This is part of the base architecture of minecraft.
However... there may be a way to fake this behavior.
Perhaps fences could be updated to visually extend and connect downwards as described in the picture. But as far as the minecraft engine is concerned, you have placed the fence on the block above the half step.
I am unsure what to suggest for handling the case when you have fences placed at both levels however....
