I'd rather this be a mod. WAY to complicated for mot peopel to grasp the concept of. This is a simple sandbox game isn't it?
No. It's not. Minecraft is much more than just a sandbox game. It's an RPG Mining Sandbox-Building game. And how is this complicated at all? Heavy weapons... Hit slower. Lighter armor... Move faster. To those who don't care much about combat, this really wouldn't interfere. For those who do, it would matter a lot.
And what's so simple about redstone? Figuring out how to get to the nether (not looking online)? There is really no built in guide and that in itself makes it not very simple.
"Oh, the combat is fine for Minecraft's simplistic style!" - No! There is a difference between "simplistic" and "lousy". Minecraft's combat is lousy. It needs to improve or be removed completely, not left as the insult it currently is.
As for this particular way to improve it, I can't imagine it would help much. Movement penalties for armor are just a pain. Attack delay, parrying (and some decent mob challenge to justify it), these things could help.

I feel like Minecraft doesn't need new items to improve it's combat, because it will still, at the end of the day, be just rapid left clicking until someone kicks the bucket. You need more skill aspects, a way to block that actually blocks, but takes skill, and slower, more realistic, blockable attacks.
Adding more items would be good, and would take away from the diamond is the only choice for weapons and armor mentality, but it won't change the underlying problem, which in my opinion is that Minecraft combat takes no skill except for a lot of time to mine diamonds.
I like the idea of shields. They could block arrows, but you can't attack/use items when you have it out.
I really think there should be mobs with advanced attack systems that actually require some effort to beat. You're always at a huge advantage with the mobs, I think it's about time that is changed and we get some challenging mobs in there. I want a mob that I don't even want to encounter before I get a diamond sword. If I see one I want to run away and hide until it despawns.
How about, instead of over-all movement, slow SPRINTING speed so people don't get annoyed by slow walking, and for medium armor it needs twice the material, heavy needs 4x the material but is 4x stronger and protects from 4x the damage...
As for weapons, a heavy weapon would have 3x the damage, crictical hits, 3x the durability but slightly slows sprinting, medium serves 2x.
And diamond armor would be mixed with iron, so then it protects from 1.5 more damage than iron, it protects from 90% of critical hits, it lasts 3x longer etc... And diamond weapons would do 1.5 more damage, would have 25% chance more of blocking or doing crictical damage, but would slow the carrier more than with a iron weapon.

That will truly make the experience better.
