Additional effects:
After one freeze arrow hits a mob, the mob would be in "freeze" state. If another one hits the same mob, the mob then completely freezes and lasts 5x longer than the original effect time. If in "complete freeze" state, the mob will look like an ice sculpture of the mob, facing in the direction it is facing. And the mob then would die after a fall higher than 6 blocks. (With the exception of magma cubes and blazes due to the fact they have a great heat and the Enderdragon because they will be too easy to defeat)
Competes with:
>Fire Aspect (So having both will not be possible unless hacking is done)
Particle Effects:
>Shot Arrows will have mist particles (Similar to the mist that comes out after opening the freezer in real life)
Effect on blocks:
>Shot arrows hitting a water source block causes the source block to turn to ice, unless a melter is nearby

Wow, this is epic. It would be cool if they could also do a posionous bow, which would give 3 - 5 seconds (not sure how long it lasts for) of posion. It wouldn't affect cave spiders, zonbies, endermen (apparently you can't kill endermen with bows) or the ender dragon.
If a snowball or egg can kill the enderdragon, why wont arrows be able to? In fact, they can.

Will Posion Aspect effects are low on damaging enemies?Since the Throwing Posion Bottle have the same effect to your enchantment ideas.Instead you can increase the posion effects on each level.

What if its a multiplayer server? wouldnt it be annoying for everyone to slow down like 20 times in each min?
About the ice aspect, I think it's overpowered. I think it should freeze for 2 or 3 seconds and each level increases the chance of the effect taking place.
Poison is cool.
Spread is cool though useless since mobs cant be hurt rapidly.
Slow time conflicts with SMP.

If you charge the bow for 5 seconds, it shoots 3 arrows at once with spread.
It uses the three arrows.
