Hold on a second, what is buoyancy?
It's a fancy word for having more upward force that gravity. It basically means it floats.
The Buoyancer, when powered, is able to keep physics-affected blocks afloat and let them move freely across water.
You can line the bottom of a ship with these things, fill each one with 64 coal, and you now have a large boat that floats, and can be pushed and sailed.
You can make item elevators by placing a Buoyancer on the bottom of a chest cart, and filling a column above the chest cart with water.
You can make lit up passageways and markers on Ocean biomes without diving to the bottom and placing a tower of blocks. You can also make floating torches.
You can make a complex REDSTONE CIRCUIT by having a piston let water flow over a buoyancer, and have that buoyancer carry a block with redstone wire on top to complete a circuit once it reaches the top of the water.
There are just some of the ways you would be able to use this block.
For those of you who want to know exactly how it works:
It has a Powered Minecart style interface. When you add fuel, the block's texture changes to have brighter colors. This will indicate that is in the Powered state. This makes it give upward force to blocks. It can be toggled with right click. If it's toggled off, fuel will stop being consumed, but the texture will still be bright. Any placed by the user blocks directly or indirectly connected to the Buoyancer within a radius of 16 blocks will become affected by gravity as a whole, but remain together as a structure. This makes it so it's griefer-proof.
Also, beware. If your buoyancers run out of fuel, your ship will sink to the bottom of the water, because it is still affected by gravity because it's connected to the Buoyancer block.
