I think that a new row of slots should be added next to the armour slots for cosmetic items like hats and capes these items would have no diribility ànd you a would not lpse them upon dea
I still furiously support mountable maps/tools for vanilla. >.>

I play a lot on OniCraft, with several of my friends. We really like to build industrious semi-vanilla cities, make them reach a point of near self-sustenance, and then sacrifice the profited items to the Gods.
Yes, you can also have capes using mineshafter, but the aspect of being able to actively take off/put on a cape is not a bad idea. For example, my kingdoms all have flags, and the residences of the kingdoms could have capes with the flags on them. If one wanted to move kingdoms, they could change capes to reflect that. Also, some people just don't like mods. Me, included. :/

"Alright, I got my enchanted diamond armor and sword, I'll just pop a suit of leather armor into my cosmetic slot and everyone will think I'm a noob! That way, they attack me expecting an easy kill, then I turn and kill them super easily!"
non-sarcastic version: This idea would horribly break PvP. In a game like Terraria - which I have a feeling is originates from - It's okay, because Terraria isn't really intended for public servers. Minecraft, on the other hand, is set up for public servers, and need to be balanced for such experiences.

...did you fully understand the suggestion?
hats/capes/accessories do not = hiding your armor.

It sounds scary but it's kinda neat.
Oh, also, I make weird music.
DO THINGS WITH ME
They have a cape mod that is very easy to install, and you can make a hat by editing the skin.
Although rings and necklaces would be cool. Especially if they had enchanting capabilities.
EDIT:: The hats, though, are kind of pointless.

You mean accessories? Why not use skin that have like necklaces or gloves?
