Or maybe it would repel all monsters (hostile wolves wouldn't count, and neither would spiders if it was day, creepers would just not want to cross it, but would go right on the block and walk around the loop, looking for a hole, but zombies, skeletons, spider jockeys, zombie pigmen, and aggressive spiders will stay at least 2 meters away).
A new use for lapis is hard to think of, but we have two reasons for it now:
1. An item only having only one minor use is never good, and makes it almost worthless.
2. sheep breeding has made people only need to dye two sheep, then they have infinite colored wool, making lapis like wooden tools.
The best use thought of for lapis so far is a portal to a water dimension, and even though it might be that good to some people, it's the most logical one we have.

Very nice idea, but it would be overpowered at endgame... you could surround your house with lapis blocks

Good idea too!
Once you get two lapis, you can get infinite blue wool, via sheep breeding. The only other use lapis has is an ugly storage block.
In that case, you're exploiting breeding. And it's not ugly at all. Clearly you're not creative enough.
Also, your statement doesn't make my point invalid. Even if you can get infinite, it's still a use.
