From what I remember of Notch saying regarding enchanting, it was supposed to be Minecrafts version of random loot, which it sort of is. However, once you've ventured out and acquired your diamonds and obsidian to build the enchanting table there isn't really much else you need to do outside your fortified palace. I have a few suggestions to make Enchanting a little more explorer friendly.
1. Make all enchantments unavailable upon crafting the table. Individual enchantments of varying levels would now be found in loot containers scattered around the world, whether that's in dungeons (which need more work anyway), strongholds, abandoned mineshafts, NPC villages or the nether.
2. The enchantments would appear as a book item with a page or two of readable text describing what the enchantment does (possibly in that intergalactic standard font, to make it a bit more interesting), this is assuming readable/writeable books are in Minecrafts future.
3. Upon discovering a new enchantment book you would return to your enchanting table room and place the book in one of the bookshelves and it would then be unlocked on the table to use on a tool or weapon.
Ideally there would be multiple copies of the same enchantment book in the world, maybe even an unlimited amount. This is for two reasons, the first is that it would be increasingly hard to find an enchantment book of a particular type if there was only one known copy of that enchantment, it also removes the risk of an enchantment being irrevocably lost. The second reason being that some people like to build multiple enchanting tables so they don't have to travel half way across their known world to enchant something, this would allow them to collect sets of books for each location.
Doing this should keep the "random loot" element of getting enchantments while simultaneously having players work for them AND being able to choose which they use on their tools. It also offers another reason to go outside of your starting area and fully explore the world top to bottom.
You basically say there should be collectable enchantment books that you find? So say I find "Fire Damage" in a dungeon so now I can enchant all my stuff to have fire damage until I find another one? That is sick! Kinda reminds me of Skyrim in the way that you must first find the enchantment, then can use it as much as you want.
All that hunting for books would certainly stockpile a nice amount of XP to use on enchantments too.
As it stands now, enchanting is a mixed bag, armour enchantments are widely regarded as useless and others make the game a bit too easy. A few tweaks to armour and enchantments alone would make this better.
