If you spend all your resources on making troops and not workers, you'll be able to defend yourself sooner, but you won't be gathering as much resources and risk getting outpaced by your opponent.
Simply taking what you have harvested and replanting it along either a river bank or water trough will increase your sugarcane to a high enough yield where a single harvest can create quite a few bookshelves. Also, lets face it, once you have one enchantment table encompassed by bookshelves, they really have no other purpose other than aesthetics. And if you are making them for aesthetics, chances are it would be worth your time to make a large sugar cane operation.
