This is an effect that works quite diffrently from the others. The idea is, that once something gives you this status effect, after the timer runs down, you explode. This opens up some interseting concepts. The ability to go kamakaze, just like a creeper, or the ability to spell doom for your enemies by forcing the effect on them.

Yeah, I think it might be a potion. It's probably a potion created out of some sort of naturally explosive material, like a fire charge or something. Naturally, fire charges are hard to get, so that could work.
If the potions guarantees a kill, then no. That would be way too overpowered. On the other hand, if it just makes a small to decent sized explosion where the player is, maybe. It would be even better if it caused an explosion where the player was a second ago, even if that's unrealistic, because it'd give a better chance to unarmored players.

The explosion shoulf only be at a level where it isn't actualy lethal, but it still can do a good bit of damage. Besides, using this against enemies would robably prove ineffective, since you have to wait for the timer to end for them to explode.
This should warrant a different effect than normal when you brew a glowstone dust or redstone dust with it than a normal potion. Redstone dust normally increases duration but reduces effects, but for this it would reduce detonation time + reduce damage. Glowstone dust normally increases effects but reduces time, so for this it would increase explosion power + radius but increase detonation time.

I wonder, perhaps this could be treated mor like a modifier for potions. Adding a fire charge causes a potions effect to explode out after the timer is up. So if you have a damage potion, you basically become a delayed damae splash potion. Or if you have a healing potion, you could explode in healing rainbowy goodness. Or not, this might just make things to complex.

Think of the devastating power if a splash potion was thrown at 5 people. O.O
