The point of the hammer being that it just smashes rock-type materials(Rock, Iron, Gold, Diamond, Redstone, Lapiz Lazuli) into bits so you don't have to pick it up.
It would smash them faster than Pickaxes of equal material.
The idea for using the hammer is that you don't want you clutter your inventory with cobblestone so you take one with you into a cave to smash through the walls to save durability on your pickaxes.
What difference would it make? If it were reversed you still have a recipe for two separate tools that do two different things. Did my suggestion say, "THE HOE IS A USELESS TOOL IT SHOULD BE HAMMER INSTEAD!"

We will never have hammers in Minecraft.
Why?
Because there would be no use for them.
Anvils? NO.
