So repairing is practically wasting 2 tools just to have 1 full condition tool. I think it's just a waste of valuable resources, unless you have 2 of the same tool that are nearly broken. But that would be the only situation where it would come in handy. I think repairing should be a little more complex, like so:
only stone, wood tools, and leather can be made at crafting benches!
When it IS made at crafting benches theyre usually slightly weaker than the tool blocks I'm about to tell you below.

Different way to repair:
Instead of sacrificing 2 full chestplates just to make one you should be able to repair them separately(using iron ingot to repair iron armor, leather for leather, etc.)! Each little piece repairs a bit of the tool/armor gradually. Say you had a half condition chestplate and you only have 3 iron ingots? You can use those 3 to repair it a bit!
Although you could still probably repair them the same way, but repairing them by sacrificing both of the same tool would be only for the crafting bench, the cheap way of repairing.

Basically you can refine them with some of the tool blocks I'm about to tell you below. Refining is just making the tool/armor a little bit stronger.

Because every "repair tools" suggestion I've ever seen has consisted of using some kind of recipe to make an anvil or whatever in order to repair tools while using a few iron ingots, at the most. And this particular one is not really that different.
Repairing isn't just putting two tools together. If you read the wiki you see there is a certain bonus depending on the tool. The rule is the same for each tool though:
Damaged Tool's remaining Duraibility + Other Damaged Tool's remaining Duraibility + 1/10 of the tool's maximum duraibility = New Tool's Duraibility.
