ok before i start i would like to say that i couldnt find anything related to this but if anyone else can (that was posted before this obviously) then please post below letting me know! thankyou!
ok so i basicly came up with the idea from trying to build very big square pits for random things like mob arenas
TNT is somewhat random in what it blows up (and can be extremely dangerous) and digging takes a very long time so i was thinking what if we had a drill that could dig down fairly fast and with minimal risk? heres how i figure it would work.
it would be placed down and when powered (needs continual power like a redstone torch) would dig up to 10 blocks down (stack togeather 2 or more to mutiply how far it can dig down) in a strait line. it would be placed similar to how pistons are placed only instead of the drill bit facing towards you it would face away from you. once its done digging (possibly have a light ontop that changes color when drilling and not drilling?) it can be broken picked up and moved to another spot. personaly i say this removes most of the risk of usual mining (digging into lava pits or mob spawners and being killed by said things due to how close you are) and also provides precise cuts unlike tnt which is a bit random. ofcourse everything has to have a downside so i was thinking make it so that nothing is dropped by a block if its drilled? this would be a very big drawback if say you were to drill into diamonds.
well sounds like a good idea to me and i hope to see what other people think about it!

I don't know about the recipe, but it seems fairly balanced. No resources, has to be connected to redstone (I presume), and digs straight down? I'm not sure what the fate for new devices will be in Minecraft, but if they go with more of them, something like this wouldn't be too bad.

Remember, when Notch began his coding into minecraft, he called it the cave-game, intending it to be more of a caveman style gameplay instead of high-tech futuristic sort of things. One suggestion. Post this into the comment section of that mod, Equivalent Exchange or the one with that other mining drills, i think it was either build or industrial craft. Post your suggestions and possibly convince them to change their current mining drills.

I agree that it sounds high-tech, but that doesn't automatically mean it couldn't get into Minecraft. Look at Pistons. The original mod form of them was made of iron, and looked/looks very modern. Mojang saw the potential for a good game mechanic, though. So they adapted it, and gave it a more "Gilligan's Island" look, changing it just slightly to fit the feel of the game. There's no reason they couldn't do that here.
i had actualy intended it to be pysicly operated (you have to stand next to it and right click it for it to work hence the sticks on the top of the recipe) but i ran the idea past a few of my buddies before posting and they suggested making it redstone powered. also sorry if i wasnt clear before but i suggested it have a similar placement method to pistons only the drill bit would face away from you instead of towards you (with pistons when they are placed the pusher part of it is facing towards your head (atleast along the x y or z axis) this would be the oposite) allowing you to drill into walls or the roof. and as for the dont dig strait down rule that only applies to when your actualy standing on the spot your digging (for obvious reasons like falling into a lava pit) and although the wiki says its a "rule" its more of a friendly suggestion. you arent gonna be punished for doing somthing stupid.

The fact that its high tech does actually mean that is highly doubted but I didn't say it wouldn't get in. Creepers were a highly doubted factor because they sounded too hard but look at today's mine craft, you step outside your house and SSSSS then BOOM!
they had drills in medieval times. native americans had hand drills and they were nomadic tribespeople. ofcourse europians did have digging drills even at that time.
