Okay, so think back to the time when you were on a minecart and got stopped by some random mob on the tracks, now if you really think about it, this doesn't make any sense. Granted, that most things in Minecraft don't make sense, but this is one thing that is a major nuisance to everybody who loves to use minecarts. Anyways, onto the suggestion:
I'm suggesting that, when riding a Minecart, mobs should not be able to stop the minecart and then reverse it. Minecarts should do damage to the mob, as well as knock it back. The amount of damage and knockback done would depend on how fast the minecart is going. The cart could still lose some speed when hitting a mob, however I don't think it should just completely stop and sometimes start going the other way.
Now, you may be thinking that this would be annoying on multiplayer, well additionally: they shouldn't do any actual damage to a player, but instead just knock them back.

When you hit a creeper hard enough, it would start to explode

I don't quite understand what you mean.
Creepers are set to explode when they are within a certain amount of blocks from the player. Hitting the creeper would send it back, keeping it from exploding. Though I'm pretty sure most people would want to remove the creepers by hand.
