The idea I'm proposing is that, when player-placed down, mob spawners don't spawn anything. The player would have to right-click it with a mob egg, which would not only spawn a mob like normal, but set the spawner to spawn it. This would be great for adventure maps and such made in Creative.

You can't spawn Enderdragons using mob eggs. Plus, even if you hacked, the Enderdragon would immediately destroy the spawner.
In creative, you should be able to place empty mob spawners. Right click with an egg, and it goes inside the spawner!
That's actually a really good idea!
How about a 3D modeled egg inside the cage that has a "hatching" animation when mobs are spawned?
Oh, and keep the decorative fire.
This would really help adventure map creators!
