I personally would like to suggest the idea of making blocks cut in half at a 45 degree angle, to make ramps.
If you had that as a "toggle"-able thing, then you could make a ramp out of anything. Also make it so you have ramps in all 4 directions and then inverted ramps in all 4 directions.
This way you could have a ramp up in elevation or steps or both.
Been suggested a million and one times, and Notch said he does plan on implementing some sort of stair block, which will probably function the same way as a ramp, just a different shape.
There are occasional framerate hiccups in Minecraft right now, how do you think it would be if the game had to check every single block for whether or not it's a ramp, the position of the ramp, etc. You gotta take technological limitations into account when you consider ideas for a video game.
Notch is a capable programmer, if its been suggested a million and one times (and im sorry for being million and two) then im sure he can figure out a way to do it right.

Then why does it lag?
because it's built on java. if it was a standalone client that didn't rely so heavily on java it would probably be a lot better.
