What Badlands would be(I searched and the previous threads were going more for natural disasters which is not what I'm focusing on):
Mountains
Would replace current mountains because right now mountains are tall Tim Burton dirt mounds.
Would consist mostly of stone with patches of dirt and maybe some trees at the base+middle.
Peaks(elevation ~90-110) would have snow.
Cliffs
The terrain would slowly rise and create a steep drop off, maybe 10-30 blocks high.
Badland Plains
Would consist of dirt(not grass) in fluctuating expanses with some stone chunks sticking out(like giant shards or boulders).
I see small rock plains, outcrops and even tiny hills on the surface in our current generator. I really like them because all I ever see is green everywhere. Badlands would be about the size of deserts, might be larger if they have mountains so they wouldn't engulf the terrain generation but add more variation.
I don't really care if this were added or not.
But the plains part would be difficult because grass tends to spread, so having an area where there's no grass but still dirt would be kind of a challenge. Unless they were separated enough.

I was thinking about that too for the dirt plain, it would be a problem and it would probably be nearly impossible to implement but I guess I'm just dreaming and hoping. lol
As far as making it hard for grass to spread, you could go all out and make it so grass cannot be in the badlands. It would probably only take a simple if statement then, similar to how water buckets function everywhere except the nether. Not saying I think it's a good idea (I feel it would end up appearing way too often - like ravines - and would make regular mountains too uncommon for the typical player), but it shouldn't be that hard to implement.
