When you open up advanced options before generating a new world, all you see is a box to type in a seed, and a true/false for villages. There should be more.
Some people, like me want large cities to be generated, not those puny villages with weird NPCs running around randomly. There should be an option for that.
More land or more ocean? There should be an option for that.
Want a nether? Want the End?
What kind of biomes should be given priority?
Do you want your world to only consist of one biome?
Which items are not allowed?
Which blocks cannot be placed?
What kind of mobs can spawn - what can't?
Is this mod allowed in this world? Perhaps you want to challenge yourself by turning off Single Player Commands.
So you basically want max choice in the un-highlited soon-to-be-functional world type option?
As long as it doesn't effect mob type/count or special structure spawn rate(ravine, stronghold, dungeon) they would allow it. Pretty much like how Simcity does it with terrain.
...But oceans are supposed to be huge. (now only if there was a little more stuff to do and explore with them... but that's another suggestion altogether)
To OP: it's a nice idea and all, but it kinda kills the fun of the randomness and not knowing what you get. I guess it could be nice as a mod (although I personally wouldn't use it), but I wouldn't want this in vanilla.

Well, you could always ignore the options and let it stay random.

I do agree that the oceans are way to huge.
