Minecraft needs the variation of a vertical slab. When making a wall for a recreation in Minecraft it is too bulky to make a two block thick wall to match the appropriate material. The vertical slab would be available in the same materials as a slab + it would have all the wools, and will able to be combined with a different types. For example you could have a one-block thick wall that is brick on the outside and wool on the inside. Or if you wanted a wall around your house that you can jump over you can make a nice thin wall to use. There would be two versions of every slab, one facing north/south and one facing east/west. The crafting recipes would be 3 down on the left side for a north/south and three down on the right for an east/west.

I think that making the versions facing in different directions is unnecessarily complicated. I think it would be much easier just to have it so that if you placed it on a wall, it would be face in the same direction as the wall/face that you put it on. If you placed in on the ground (like your fence idea) it would just be placed on the half of the ground block that's closest to you. In my opinion this would be far more efficient and require half as many blocks (imagine the clutter in TMI).

Sounds simple enough to me, could work out if implemented correctly.
