You can use Spell pages on them to give them spells.
These are pages are Paper that have been enchanted on an enchantment table. The enchantments are for different types of attack and attack strength, and will have names like "Fire Aura Tier II" or "Ice Aura"
Simply scroll through your book for the spell you want (You can only scroll through the spells that are on your current Pages) by using the left and right bracket keys.
Some spells are more costly than others. The more powerful a spell is, the more it will wear out your book.
This allows for relatively cheap spells, like Freezing, to be used liberally, while more powerful spells such
as Tier 5 Burning are more costly, limiting the number of times you can use it.

Eh, you don't HAVE to use spells, you know. Same way you don't HAVE to brew, you don't HAVE to smelt, you don't HAVE to hunt for dungeons, and you don't HAVE to sprint and eat food.
But yes, it's probably very unlikely to be put in the game, my ideas aren't always focused on being vital to the game.

Solution 1: Read about how I said spells have no criticals, are expensive to make, and wear down fast when using powerful spells.

The damage a spell can do to a world/player/mob is actually quite limited.
If you were to juts click around on mobs (Not structures, only mobs) and have it light on fire and die instantly, you would only be able to have so much fun clicking around (like 3 clicks) before you spellbook is g-g-g-gone.
Now, if you were to use a spell that did absolutely nothing, such as clickyclicky mob now has -1 half heart damage, then it could be used by that spell times the fraction of it's efficiency compared to a more efficient spell, while still only doing the amount of durability damage as ONE of the more efficient spells.
So GoodSpelluse = 1 durability point
Badspellefficiency = Goodspellefficiency/2
Badspelluse = Goodspelluse/2
Badspelluse = 1/2 Durability point.
Also, potions and enchantments are enough for me, and sorry, i know you will try to tell me some "solutions" to this, loke not playing multiplayer. (whats the point pf minecraft if you wont play with other players?) or avoiding spells. (other players use them on you?) And to the point, No.
