Oil deposits are pretty much springs of black/brown liquid (As you can assume.)
They will always have adjacent blocks of Stone generated with them to prevent oil
spilling into caves, meaning you have to "strike" the oil yourself by chance.
Oil can be collected as a bucket and called "Bucket of Crude Oil"
Buckets of Crude Oil can be crafted with Sugar to make a bucket of Refined Oil.
Refined Oil can be used as fuel for furnaces. Buckets will be retained.
Refined Oil may also be mixed with Bone Meal to produce 1 to perhaps 5 Gunpowder.
I will have to revise the exact product. Once again, buckets are retained.

I just don't see it adding anything constructive to vanilla minecraft. There's no need for another fuel for furnaces, with coal, charcoal and lava buckets. a bucket of Refined Oil sounds like a lava bucket anyway... Oil alone just isn't enough by it's self, it needs a use that contributes to the games depth and funness while retaining the theme of minecraft.

Absolutely nothing at all, except oil is harder to find.

Not only that, but things like Mud and Oil would make the world more complete, despite lack of uses.
Stop thinking of this game as a chore, constantly revolving around items and superiority, but a sandbox
that needs to be completed.
