The only thing the oceans have been used for so far is just a huge seperation between the land masses, but i have an idea to give people more reason to venture into them.
Infected Squid Dungeon!
infected squids should be a cross between a zombie and a squid. a spawner should be above a chest that is surrounded in bedrock on its bottom and sides, that way the only way to get the chest is to break the spawner and defeat the dungeon. the squids should move 1.5x faster as a normal squid, but have the health of a zombie and attack of a skeleton. but there is a catch.
Each dungeon gives you at least 1 diamond
This way your not discouraged by just getting a few melon seeds for battleing a bunch of over-powered squid-zombies.
these dungeons should have no encaseing, but the squids burn and die if they get to far away from the spawner. when they die this way they should drop no exp or items.
the squids should either drop ink sacks or infected ink sacks. These infected ink sacks should be applied to a sword, and for three minutes, an evil mob hit by it will run around in confusion, and a good mob will stand in place instead of running around (because in is on their face).

Ummm...how would you survive for long enough underwater to defeat all of them. BTW I thought you were going for the more water animals idea.

a very good point, but i just had an idea to solve the problem. around the spawner in a 15 block radius, there should be a sort of bubbling dirt, swiming in to these will give you half a heart of dammage, but refill your air. the bubbles should also float to the surface, so you can tell that there is a dungeon below there.
