Livestock (sheep and cattle) are hard to move around without Minecart or your fists/tools. Minecarts take a while to set up and are expensive to be effective, while punching them will send them off in a random direction and eventually kill them.
Instead I propose using the wolf, they current have no use that is solely theirs.
You would start by crafting a wolf whistle probably two iron block side by side. At that point the closet tame wolf will come towards you and attempt to stand 1 block in front of you. When you get with 3 blocks of a heard-able animal, they will move 5 blocks away within one of 3 directions (randomly) directly away, forward and to the right, forward and to the left.
You could also craft another whistle, that would make the closest wolf follow behind you.
That or you could just rope them and drag them behind you.
Such a function would be highly unweildy.
Many similar suggestions, such as shepards staves (that cause no damage to animals and/or make them move away from you) and holding/dropping wheat, where the animals move towards said wheat. Some of these have been implemented in mods, and they're pretty much all more intuitive than this.
