What would you rather do, if you were in charge of Minecraft?
Isn't the reason why it doesn't give you two or more blocks is because you could simply place down all the extra blocks you get and mine them, in turn getting infinite blocks until your pick runs out?
Unless it's easy to somehow code it so it can tell the difference between a naturally spawned block, and a player placed block.

You raise a good point, sir. Why not just mine iron to get iron? It doesn't take that much effort to mine 2 block of iron ore. I am on a server that uses MCMMO and I hate that I am always getting multiple block of ore for each I break. It makes it all too easy.
I see why you would want to add this, though. Maybe the infinite-ore cheating could be tolerable if it is only with enchanted tools.

How about another enchantment that 1. is also called fortune, but only 2. affects block drops and is rarer.
1. This would cause problems
2. the whole reason you can't use fortune on blocks is because you can just place the block down again, mine again, get two more blocks. It's way too OP

2. Try and differentiate between natural blocks, an player placed blocks in code.
