Too much work when you can get a third party chat that already has all the vote kick, ban, mute options in order to get rid of the griefers who log on just to tell you your house looks like creeper vomit and your mom does zombies.
Its really not that hard to invite someone to your voice channel using the chat box in minecraft, it also lets you talk about the new guy behinds their back which is always amusing.
This idea is good for the intention but flawed in how you want it. As has been said, only God servers could handle the servers with VOIP added on.
So here is your solution: TeamSpeak is a program soly used for voice chat. You can install a Teamspeak server onto the computer with your Minecraft server (or not) and then have the TeamSpeak IP/password posted in server messages every now and again, so people can join it. TeamSpeak is completely free for hosting and using.
Like what happened in Tf2.
This + TeamFortress2 = TOTAL MIC-SPAM.
I'm sure Minecraft wouldn't want to take that path.
