I don't complain about the villagers, I like how the aimlessly walk around the area. It gives structures a feeling that there's human life around. I was playing an adventure map that had an update. This update was merely adding villager spawners to towns.
There were only two issues:
Over population
Wandering away from city limits to unpopulated areas (they mostly spawned there)
My idea is to edit the AI only so that they
walk back to the area where they spawned if they get too far (maybe the new AI specialist can help with path finding)
are granted the intelligence to not walk off cliffs (they are homo sapiens, right?)
only spawn (this is via spawner) in an area that has less than three villagers from 24 blocks away.
This may make a villagers a better NPC for towns but still unable to be interacted with.

However, good idea! I support this!
So I am the only intelligent being in my world.
