I think there should be enchantments for most, if not all utilities, such as TNT (:tnt:), which I think should have enchantments as such:
Mass Destruction: Increases the blast radius of the enchanted TNT depending on the level of the enchantment. Max. level: 5
Miner's Friend: Gives the enchanted TNT a 100% chance to drop ores that it has blown up. (It does not count stone, dirt, or sand.) Max. level:1
Mining Drill: Gives the enchanted TNT a 10% chance to place a new lighted TNT where it blew up, and a 10% chance of another TNT being placed after the newly placed TNT blows up, and so on. Max. level:1
Anti-Lava: TNT detonates like normal, but is super effective against lava, and removes lava as if lava had the same blast resistance as sand. (Suggested by criticalminer) Max. level:1
Obsidiblast: Allows the TNT to destroy obsidian, enchantment levels 1 and 2 can only remove obsidian, while level 3 can destroy any block. The blast radius is NOT changed. (Suggested by criticalminer) Max. level:3
Fireworks: When the TNT detonates, it will shoot up a lighted TNT that is harmless, the TNT shot up won't blow up any blocks or do any damage. This is solely for entertainment. (suggested by TheMinecraftLover123123) Max. level:1
Now, for the next enchant-able item that I would like to add, the torch (:--+:)! The enchantments should be as such:
Brightness: The torch's light level will spread by 3 more blocks for each level. (suggested by TheMinecraftLover123123) Max. level:5
Multi-use: The torch has the same functionality as the redstone torch, but it still lights up as much as a normal torch would. (suggested by TheMinecraftLover123123) Max. level:1
Radar: If the torch is placed within 5 blocks of an ore, a star will pop up where the ore is. For each level the enchantments increases, the amount of blocks the ore can be detected through will be increased by 1. (suggested by TheMinecraftLover123123) Max. level:3
Solar torch: If an undead mob runs onto the block the torch is on, the undead mob catches fire. (suggested by Demopan) Max. level:1
The next enchant-able item will be the bow (:|):)! The enchantments should be as such:
Accuracy: The arrows will fly closer to exactly where you are looking at, how close depending on what level the enchantment is. Max. level:5
Ignition: At level 1, this gives it a 5% chance to light enemy on fire for 3 seconds. At level 2, this give it a 10% chance to light enemy on fire for 5 seconds. At level 3, this gives it a 15% chance to light enemy on fire for 7 seconds. Finally, at level 4, this gives it a 25% chance to light enemy on fire for 10 seconds. Max. level:4
Flare: When it hits it's target, it will explode into a harmless blinding flash. If a player looks at it, the player's screen will turn almost totally white. The flash lasts for 3 seconds. Max. level:1
Thrifty/Conserve: (currently unsure about the name...) When you shoot an arrow, it has a 10% chance to NOT use up an arrow! About as rare as Silk Touch. (suggested by Chaosflo44) Max. level: 1
Murderer's bow: NOTE: This enchantment is ONLY achieve-able when you click a check box allowing this enchantment be possible. If this enchantment IS achieved, no other enchantments will be on the bow. Now, to what it does: It instantly kills any mob except the enderdragon, which it does 50 hearts damage to. It will do 9.5 hearts damage to you, so it's VERY RISKY, and you will need a FULL health bar. (suggested by Jeffy81) Max. level: 1
Penetration: Only useful against players. Ignores armor as if it's nothing, does however much damage it would do without armor. As rare as silk touch. Max. level: 1
Loyal arrow: Before or after the mob you shot dies, you will be able to pick up the arrow. Therefore, using one arrow is possible to kill any mob except for an enderdragon, notice I said possible]. Anyways, it's not common. Max. level: 1
Homing: Slowly moves towards the mob that's nearest to where you shot. Each level increases speed of changing by 10%. (suggested by FireHawkDelta) Max. level: 4
Strong Wood: The bow lasts for 10 uses longer each level. (suggested by FireHawkDelta) Max. level: 4
Strong stretch-back: The arrow goes 10% faster each level. (suggested by FireHawkDelta) Max. level: 3
Yet another enchant-able item would be the boat ()! The enchantments should be as such:
Lava-Boat: The boat moves in lava as fast as in water, and doesn't set you on fire or hurt you. If you aren't within 2 blocks of land, you will fall in lava upon exit. If you are within 2 blocks, you will appear on land. :smile.gif: (suggested by martinator) Max. level:1

Enderteleport: EXTREMELY POWERFUL. When used, you immediately teleport to the nearest ender portal, unactivated of course, and you will fall in lava. That is, if it's level 1. Level 2 spawns you out of lava. Fire resistance potion MAY be necessary. Min. level to get this: 20. (suggested by Jeffy81) Uses: 1 (OF COURSE!), Max. level: 2
PSST, over here! No, HERE! The next one will be the furnace (:Furnace:)! The enchantments would be as such:

Pretty good suggestions. I think that it might be a bit hard to enchant large amounts of TNT, but it doesn't exactly seem like a good thing if "large amounts of TNT" are what I'm worrying about.
Actually, TNT would finally have a proper purpose if this was added. It would be great for mining.

Definitely, but right now it has a 30% chance of dropping it, and if it is always not going to break ores, it would take out the "life" of "miner's friend" enchantment.

I like the idea in theory... would give TNT cannons more versatility. But I think the enchantments that enhance the TNT's destructive power (Mining Drill, Mass Destruction, Obsidiblast, etc.) should be slightly more difficult to get than the ones that are more neutral, like Miner's Friend. This would make griefing with enchanted TNT that much harder (though if your griefers have TNT something is going to be destroyed regardless, so it's not like they have to be considerably harder).
Edit: A really elegant way of doing the Mining Drill enchantment, at least from a programming perspective, is to give it a certain chance of dropping another lit TNT block with the Mining Drill enchantment (this way, it works recursively). 2% is really low, though; I'd go with maybe 50% at most. That way, your chances work as follows:
2 blocks: 50%
3 blocks: 25%
4 blocks: 12.5%
5 blocks: 6.25%
6 blocks: 3.125%
etc.
So on average you'll get about 2 blocks of TNT out of it, but you have a chance of getting more. The chance of getting a lot of TNT out of it is really slim and is in fact cut in half by each successive block.

And utilities shouldn't be enchanted, they should be Upgraded
I don't think it's griefing made easy, they should add an option in server.properties to disable enchantment of TNT!
