Here are a couple tool enchantment ideas I've thought up. Let me know what you think.
Collecting - Enchantable only on shovels, as to not interfere with pick enchantment rates. When you break a block the item is sent directly to your inventory (if there's room) rather than being dropped as an item. Ideal for collecting dirt scaffolding without dropping the blocks down. Can also be used on harder blocks, but since it's a shovel it can take a while.
Seeking - Emits sparks if it breaks a block within two spaces of an ore. The sparks are brighter the rarer the ore is, so coal ore gives off dim sparks while diamond ore erupts in a lightshow. Perfect for finding things hidden just behind a wall.
Tunneling - Breaks not only the block you're breaking, but also a few other blocks behind it in a straight line. Starts with 1 extra block at level I, up to 4 extra blocks at level IV. The extra blocks it can break are limited to dirt, sand, gravel, smoothstone, netherrack, soulsand, endstone, and all ores.
Regrowth - Castable only on axes, hoes, and shears. Has a chance of duplicating non-player placed plants when broken, causing it to remain in place AND drop as an item. For example, a tree trunk might remain unbroken as well as drop an item, allowing you to collect more wood from fewer trees. Or you could use it to collect more lilypads from a single swamp.
Order - Breaks blocks into their processed form, saving time and resources. Clay transforms directly into brick, smoothstone turns into stone brick, sand transforms into glass, gravel to flint, logs become 4 planks, iron/gold ore to ingots, etc.

Lightning Aspect:
Only for swords. Causes a bolt of lightning to come down. The lightning does 3 hearts damage and may light them on fire. It is very hard to get this achievement (level 20+).
