Diving suits replace sprinting with swimming which is like the flying in singleplayer commands, and it would be nice to have smart movings swimming animation, the current swimming is stupid. Every type of suit recipe has certain things in common, and the only nessesary parts of the suit are the helmet and chestpiece.
Helmets have a glass pane in the center, very similar to the normal helmet recipe, helmets will suffocate you if you wear them without the chestpiece, because the helmet blocks fresh air as well as water. The glass pane is obtainable if the player can find sand and stone on the crust.
Air Tanks: there is an air tank for eack teir, they are crafted by placing four of the material in a ring shape. If the player surfaces(leaves the water)the tank is refilled to 25% max. The tank won't empty if the helmet isn't worn.
Scuba Chestpiece: crafted like a chestplate but using an air tank replacing the center item.
The other parts of the suit aren't essential, they're really just pants and boots, but they underwater increase speed and obviously protection when used with the helmet and chestpiece.
Oh, and they also give an unrealistic increase to the tank, to give them more use, without them the tank has half of the air than it would with them.
Tiers:
Leather: easily achievable, just add a crust mob that drops it. 5 minutes of air.
Iron: who needs an iron ripoff when we can use iron? 10 minutes of air(realistic actually)
Aquamarine: as rare as gold, between iron and diamond, as strong as stone/chain on land. 20 minutes of air.
Sapphire: has special properties, as strong and rare as diamond and not affected by water, 45 minutes of air. It can only be found in the midnight zone, and is often exposed in trench sides.
if surfacing refills the tank to 25%, then how do you refill it all the way?
Also, this reminds me. Whoever codes this will have to code the water dimension so that you can't refill your air by placing a ladder/torch on the wall, or by digging into the side of a trench and digging up one block. Another thing like that is to get a ton of sand and just make a pillar from the bottom to the top. Then make 4 more pillars so it forms a
shape. Then just destroy the center column, fill it in with ladders, and there you go! It's a shaft straight to the bottom.
The best way to prevent this is by coding the WD so that non-waterproof blocks can't be placed under ocean level (100, probably), that waterproof partially solid blocks (like ladders/slabs/stairs) are filled with water, and that all air blocks instantly become water.

I was thinking that any block broken is replaced with water instead of air, unless it's surrounded by bubble blocks on two opposite sides, then it becomes part of the bubble, the rest is good, partial blocks have water instead air, if water is above them.

I'm sorry but i only see the end as a boss dimension and shouldn't be included with the main dimensions, main dimensions should compelling the player to at least make a house or something to protect the portal. more like the nether except with more uses besides blaze rods and glowstone.

Then why are you telling me that for? It's stated in the OP that the End will be changed to be a main dimension, so I made a gem for each main dimension.

We need people to make concept art for the dimensions, we need people who can make banners, we need people who can texture blocks for in-game concepts of new blocks, we need spriters to make concepts of new items.

There could be different ways of getting bubbles, not just one. There would be small bubles from reef mobs, big bubbles from twilight zone mobs, and bubble blocks from abyss mobs. There could be a bubble ore: air pockets, very common. You could farm sea pigs for bubbles.
And what can you think of for the teir one diving suit? I don't know what it should be...

I seriously hope this hasn't been suggested already(I didn't want to read 50 pages), but there could be a forest dimension, well this might work with the "water dimension", but the real point of this rambling message is to say that SOMEWHERE there should be a slime boss that spews smaller slimes out of itself whenever you hit it.Sorry to double post, but i didn't think this really fit with my other one.
The water boss is a HUGE jellyfish with a hole on its head that has a few basic attacks:
Ramming into you
Spawning jellyfish out of its head
And shooting at you out of the hole in its head.
Did I mention that the whole battle takes place underwater so you can't breathe.
