We could require lapis for the WD portal, but that lapis alone might be a bit too easy.
I always imagined the W.D. portal being a Static Portal. You would find it in the ocean on a island with ruins surrounding it. From there you would activate with a [INSERT ITEM HERE] and then enter the W.D.!

The reason I dislike the term 'side dimension' is because it sounds like you know, a side. Like look at meal, the burger is the main course, it uses multiple ingredients and has different verities of flavor to it while the fries are just one thing.
I guess the terms "Mandatory" and "optional" can be considered.
With that suggestion aside, I can talk water dimension.
I dunno about a forest top, the overworld has tons of that. I like the idea of making it icey (even the deeper parts, possibly being a new type of ice) as that fits the theme of the dimension being a water dimension more.

I understand, perhaps this could be a side dimension portal. Just thinking about a majority (if not all) Side- Dimensions should static, for exploration sake.

Just throwing an idea out there, not even sure if I like it, what if portals were made up of that dimension's rock (ex: The Nether portal would be Netherrack) but could be found in certain Stronghold-esque dungeons, all in different styles (maybe even with different color torches lighting them up) that would contain the portal. This way, you could find it, enter (or move it), and collect more rock for more portals. This would encourage exploration and reward it with a whole new world to explore, while also solving the material problem. Lighting the portal could be a whole different matter, though.

It's more of a tropical jungle than a forest. And it's really only there so the players can get wood, underwater trees would be kind of ridiculous.

Whether it should create a water spring when destroyed is not really important. It could also be found under tundras like permafrost or in glaciers and icebergs) and inclosed. It should be dark, but lit by glowing vents and other luminescent blocks. If it has a crust, it should be barren and snowy, without trees.

We could always have some way other than trees to get wood in the nether, we just have to think of it first.
Appearance: A 5 block tall red wooden (log, not planks) golem with a creeper face carved into it's head (it has nothing to do with it's abilities), and it's body, arms and legs would be bigger than it's head.
How to reach: Placing 9 glistening melons in the crafting grid will give you a glistening melon BLOCK, then make this into a portal shape and activate it with a nether wart.
Arena: a large pit of sand with palm trees and a large pool of water
Movement type: walking on all fours, but in an gorilla-like way.
Method of attack: Hurling glistening melon blocks that disappear upon touching the ground , hurting you, but occasionally he will throw normal melons that break into slices after hitting the ground. He will also occaisonally run up to you and throw you into the pool, then try to drown you.
Effects on landscape: tires to put out fire by throw glistening melons at it.
Vulnerabilities/defeating: fire, but he tires to put it out with glistening melons.
Death/death animation: jumps into water, arms drop, legs bend, falls to ground, disappears in water
Drops: Tropicar's sheild, a red wooden chestplate that increases the chance and damage of critical hits, it lasts as long as leather armor but can be recrafted after his defeat with 8 wood (chestplate pattern) and 1 dye in the top middle, it would increase the damage taken from fire.

i don't think there should be a layer of crust over the water demension, i thought of a new way of things working out.
Throught the water demsnsion there are islands spready thinly. When you creat the portle it will appear on the closest island the game could find. Example:
Player creates portle at X-20 Y-50 (just an example, i know it won't be close to a real one)
X-20 Y-50 is underwater in the water demension
Nearest island is at X-25 Y-158, so the portle is created there.
I didn't read throughout all this thread, so, maybe, this idea was already suggested.
Minecraft portals are really safe to use now. Always taking the player to the desired dimension, not having errors.
But what if they had them? And, instead of going to the Nether, Aether, etc, another dimension would open - The Reject (well, at least I name it like that).
A dimension, which looks like a rejected version of a previously developed world, scrambled all upon and thrown away. It would be like an endless land of random blocks, placed without any order, having no liquids and defined physics. For example: if in any known dimension sand is supposed to fall, in the Reject it would simply float. If fire is placed anywhere, it will be gone in a couple of seconds, even on netherrack.
Actually, entities may not contact with the surface: the Reject's gravity is either so low or entirely non-existant, that one single jump can be lethal, thus, leading to the upper Void. Even shot arrows would've just endlessly fly up without landing.
Mobs... Well, there could be mobs in that dimension. And they could actually be the mobs that got removed from the game sometimes. Like Rana, Beast Boy, Steve (not default skin) and Black Steve. Just aimlessly wandering around, until you provoke them to attack. Maybe, it would even feature some kind of a unique, Reject-exclusive mob, which can give a special drop to the player.
The Reject dimension has a way out of it. A portal spawns in it, and it leads back to the previous dimension. However, it is not very stable, and it can teleport itself into another location sometimes, leaving a trail of particles on it's way, to hint the way back to the exit.
Still, there should be a reason to explore the Reject. For example: since it spawns totally random blocks in a random order, there would be a chance to easily obtain diamonds! Or endstone. Or whatever.
But, even if the player just needs to find an exit, there is always a danger. The Reject has a time, when a deadly shockwave is appearing, called Burst-out (or something else, I could not find an appropriate title for it). During Burst-outs all the entities in the dimension (mostly mobs) are dying or despawning, including the player, what means that all of the gained resourses will be gone too, as if it was lava. Though, the chance of a Burst-out would occur, are not that big, what means that most worries are useless.
So, here is my suggestion for a new dimension.

By the way, that idea even has it's roots. One time, when I was just wandering around a Minecraft server, I came too far, and reached the point, where the world's generation became very weird - it was just generating an endless wall of random blocks, which was very high and messed up the physics a bit. I even had a screenshot of it, but it got lost, so I can't show how did it look like.
So... If all the main dimensions are meant to be possible to survive and thrive in, like the overworld now and the aether in the mod (I'm not suggesting that we take content, just an example), then we will need some type of
a: wood/multi-use cheap substance
b: a substance to make noob armor with (leather) and a way to make arrows (feathers and flint) and a bow (string)
c: stone
d: iron
e: 'superior ore' (ex diamonds, gravitite)
f: a way to change your spawnpoint (unless you always respawn in the overworld, which would be annoying)
g: a cheap source of light, plus a cheap furnace fuel
h: nice extras to make it worthwhile to go to the dimension in the first place (glowstone/blaze rods/aether dungeon rewards...)
i: food
So, I've come up with a list of all of my suggestions for those in the nether
a: This is the hardest to be original... How about having 'wood' be a liquid? specifically, plastic. It occurs naturally, like cave water springs. Does not put out lava, but does quench fires. If it flows into an area that is light level 9 or less, it solidifies randomly over time (~5 seconds) into plastic. This can be broken and works like wood. It can flow 10 blocks, and flows between water and lava speed. No infinite pools (you don't need them). Could, with someone who knows liquid physics, be used to automatically make walls.
b: Zombie pigmen would inhabit neutral villages, with chests that contain, among other things, string and feathers. Stealing their stuff would make them hostile. Feathers would also be obtainable by killing a hostile mob. Leather would be from imps, a mob that, while it won't directly attack you, will try to push you off of cliffs, and will pick up netherrack and soulsand (nothing else) to let lava flow towards you.
c: netherrack, of course. Tools would share the item id of their stone counterparts and be identical in all but appearance (like wool colors)
d: Like the tools, would be reskinned/named to blend in with the netherrack around it. Called 'crystal lava'
e: Blood ruby, maybe? might have a vampiric effect on enemies. Found under the lava sea level.
f: Altar. When right clicked, you would spawn there. Made with a crystal lava surrounded by glowstone.
g: 1 glowdust on one stick makes 4 glowtorches. Emits light level 12 (light travels farther in the nether, remember). Glowdust combined with netherrack (1 glow 3 netherrack) makes 2 netherdust. Smelted for 6 items each (furnace made from netherrack, ofc)

i: Soulsand is now tillable, and un-trampleable, and soulwheat can be planted there. Soulwheat seeds obtained from destroying soulspikes, which act similar to the thorns in terraria (hurt once and are destroyed), which grow randomly on soulsand. Soulwheat grows faster in the dark. Also possible (again) to get porkchops from zombie pigmen.
If Facebook, Myspace, and Twitter were all destroyed, 90% of teens would go insane. If you're one of the 10% that would be laughing at them, copy this into your signature and hope it happens.
i think there should be different ways to go to different dimensions other than portals
Like keep portals for Nether and The END, but for the water dimension have like a really strong water current
pulls you underwater and to survive in the water dimension you have to make a Diving suit
Or three islands and you have to go into the centre with a boat, the boat breaks and you get sucked into a whirlpool
sending you underwater, Or you could fight a miniboss in the middle of the islands and once you defeat it you get sucked in.
And some boss ideas for the Nether
maybe a miniboss Lava Shark that vomits out lava and sometimes make the lava level rise by a block so the player has to keep moving,
and maybe a boss that spawns in a nether fortress and chases you through it and isnt able to be hurt by normal attacks and you have to hit it with a collection of traps, which stun it and release a 'Weak Spot'
Which allows you to run behind it and strike there which is the only time you can damage it
And ive seen a reply on the first page about a 'Prehistoric world' even though it was a miscommunication i think it would be a great idea, with cavemen who attack dinosaurs on sight, an T Rex that clears the forest to chase you and stuns YOU for a second by Roaring for a Boss, and one of those Flying Dinosaur Birds for a Miniboss (like the Enderdragon) and a Giant nest that has eggs of the Boss, and when you jump on the egg or something the boss swoops down and knocks you to another tree, (the fight would be above tree level where the sun shines, standing on the leaves).
Somebody should just make a mod of this so
when its complete they could some Funny easter eggs, hilarious worlds and clown bosses that Scare you with clown tricks XD

Yes, every dimension needs to have wood somehow. The tricky part is getting wood in the nether without it seeming out of place(trees are not happening)

We have the string covered for the nether(nether silk worm) and gravel could be put in all dimensions rather easily(it's already in the nether and overworld)

This may be tricky to implement in the nether, the others dimensions should be fine with having stone.

It will probably be in ore form in the WD and the sky dimension. As for the nether we have my metal (possibly liquid metal?) enemy that drops iron ingot/nuggets.

Beds currently explode in the nether and end, maybe we could use THE MISSING BLOCK? No that's a terrible idea, where would players get the lapis and obsidian for that?
This is a good point though, I am glad you brought that up. We will need someway to change our spawn point.
The serious problem with that is the whole "What if I die in the overworld, then spawn in the nether" dilemma.
The only way I could see to fix this, is to have multiple spawn points, one for each Main dimension. So when you die in the nether, you spawn in the nether. And when you die in the overworld, you spawn in the overworld.

Blaze rods and lava cores in the nether are a start furnace fuel wise. Having other enemies drop some sort of furnace fuel won't be a problem.
And the jellyfish have all the glowgoo and underwater torches we need for the WD

Meh, I think we shouldn't add any "wood alternatives" as we would have to code it so EVERYTHING that requires wood can be made with said substitute. We just need to stretch are creativity enough to find a viable way to have wood in the nether

Make "zombie pigman" just "pigman" and we have something. Having pigman villages in the nether is a frequently suggested idea and would work rather well.
Feathers could come from a Phoenix mob or something.
We don't need leather in the nether (lol rhyme) But an imp mob might not be a bad idea.

Netherrack is far too abundant for this. I would suggest using something else.
Though We do need to save as many IDs as we can, that is one of the things I am most worried about.

Tools that are "diamond equivalents" should not be just that. They should, like you said have some sort of unique effect.
An example of this would be "aquamarine tools" and idea suggested by a fellow user. It mines as fast as gold underwater, but on land it mines at stone, (maybe even wood) speed.
I don't really like the "bloody" part though. I think we should keep any blood and gore references out if we want this to be implemented.

As I said, we should have a different spawn point for each Main dimension, an alter is not a bad idea for that.

I think glowstone is sufficient for our nether lighting needs. Also we have the furnace covered with blaze rods (12 seconds) and lava cores(16 seconds maybe?)

you get there by doing a penis shaped door gateway and having a creeper blowup semi in it

a: This is the hardest to be original... How about having 'wood' be a liquid? specifically, plastic. It occurs naturally, like cave water springs. Does not put out lava, but does quench fires. If it flows into an area that is light level 9 or less, it solidifies randomly over time (~5 seconds) into plastic. This can be broken and works like wood. It can flow 10 blocks, and flows between water and lava speed. No infinite pools (you don't need them). Could, with someone who knows liquid physics, be used to automatically make walls.
b: Zombie pigmen would inhabit neutral villages, with chests that contain, among other things, string and feathers. Stealing their stuff would make them hostile. Feathers would also be obtainable by killing a hostile mob. Leather would be from imps, a mob that, while it won't directly attack you, will try to push you off of cliffs, and will pick up netherrack and soulsand (nothing else) to let lava flow towards you.
c: netherrack, of course. Tools would share the item id of their stone counterparts and be identical in all but appearance (like wool colors)
d: Like the tools, would be reskinned/named to blend in with the netherrack around it. Called 'crystal lava'
e: Blood ruby, maybe? might have a vampiric effect on enemies. Found under the lava sea level.
f: Altar. When right clicked, you would spawn there. Made with a crystal lava surrounded by glowstone.
g: 1 glowdust on one stick makes 4 glowtorches. Emits light level 12 (light travels farther in the nether, remember). Glowdust combined with netherrack (1 glow 3 netherrack) makes 2 netherdust. Smelted for 6 items each (furnace made from netherrack, ofc)
h: Nether already has that
i: Soulsand is now tillable, and un-trampleable, and soulwheat can be planted there. Soulwheat seeds obtained from destroying soulspikes, which act similar to the thorns in terraria (hurt once and are destroyed), which grow randomly on soulsand. Soulwheat grows faster in the dark. Also possible (again) to get porkchops from zombie pigmen.
Like keep portals for Nether and The END, but for the water dimension have like a really strong water current
pulls you underwater and to survive in the water dimension you have to make a Diving suit
Or three islands and you have to go into the centre with a boat, the boat breaks and you get sucked into a whirlpool
sending you underwater, Or you could fight a miniboss in the middle of the islands and once you defeat it you get sucked in.
And some boss ideas for the Nether
maybe a miniboss Lava Shark that vomits out lava and sometimes make the lava level rise by a block so the player has to keep moving,
and maybe a boss that spawns in a nether fortress and chases you through it and isnt able to be hurt by normal attacks and you have to hit it with a collection of traps, which stun it and release a 'Weak Spot'
Which allows you to run behind it and strike there which is the only time you can damage it
And ive seen a reply on the first page about a 'Prehistoric world' even though it was a miscommunication i think it would be a great idea, with cavemen who attack dinosaurs on sight, an T Rex that clears the forest to chase you and stuns YOU for a second by Roaring for a Boss, and one of those Flying Dinosaur Birds for a Miniboss (like the Enderdragon) and a Giant nest that has eggs of the Boss, and when you jump on the egg or something the boss swoops down and knocks you to another tree, (the fight would be above tree level where the sun shines, standing on the leaves).
Somebody should just make a mod of this so
when its complete they could some Funny easter eggs, hilarious worlds and clown bosses that Scare you with clown tricks XD
A side dimension full of creepers wouldn't be a horrible idea...
Perhaps, a lapis portal with a dimond block at top, activated by water?
Actually, why not have a large temple shaped like the boss head with the portal inside?
Or substances similar to there over world counterparts that function in the same way(ex: that cactus mod that lets you use cacti instead of wood)
