When you are drowning and taking damage, the damage makes you flinch away from the surface of the water. It's often the case that you literally will not move upwards at all, since every time you swim up, you just flinch yourself back down to where you started. Often once you run low on breath, the only reliable way to survive is to exploit the water physics to create an underwater air pocket.
So simply, could drowning either not make you flinch, or make you flinch back up to the surface?
It only does this when the water you are drowning in is flowing downwards. Try this in a randomly generated body of water and you won't flinch downwards.
